Military Residency Exemption (in-state tuition rates)
All out-of-state military-connected students are eligible for a military residency exemption (and in-state tuition rates). You must apply and submit supporting documentation by the term deadline. Note: All VA benefit users are required to submit an exemption application in order to receive in-state rates (the VA will only fund up to in-state rates).
The next application deadline will be for Summer 2026. Apply here.
Please note that retroactive residency for past semesters is not granted.

How to Begin Using Your VA Benefits
First, be sure you have applied to the VA for your benefit: Apply for a COE Here. The VA will send you a Certificate of Eligibility (COE), which verifies that you are eligible to use your VA benefit.
Next, after you have your COE submit a Request for Benefits (RFB) form. An RFB informs us of your program, the benefit you plan to use, and how many credits you plan to take. All students using VA Education Benefits are required to complete a new Request for Benefits for each semester they intend on using their benefits. You do not need to be registered for your classes before submitting your RFB. Click here to view your responsibilities when using VA benefits.
If this is your first semester using benefits, you will need to submit this to our Military Education Benefit Specialists in the Veterans Support Center through email at MilEdBenefits@utah.edu. You can find a fillable version of the form here. If this is not your first semester using benefits, you can complete this on your CIS account. Simply navigate to your CIS Portal, select the "Student Homepage" tile, then "Tuition and Loans", then "Request VA Benefits" from the menu on the left.
